Presented the annual report of the Division of Physical, Mathematical and Technical Sciences

The next meeting of the Presidium of ANAS was held.

During the event, President of ANAS academician Ramiz Mehdiyev presented to the first vice-president of ANAS academician Isa Habibbayli – 1st class Order of Merit to the Fatherland, vice-president of ANAS academician Dilgam Taghiyev – Order of “Shohrat”, academician Vagif Farzaliyev – Order of “Sharaf”. Scientists were awarded these awards according to the relevant orders of the President of the Republic of Azerbaijan.

Opening the meeting, President of ANAS academician Ramiz Mehdiyev noted that the reports occupy a special place in the life of the Academy of Sciences. He said that since November last year, laboratories and divisions submitted their reports to scientific institutions, and scientific institutions to the corresponding departments. The academician emphasized that from today, each division will submit its annual report to the Presidium, and annual report of the Division of Physical, Mathematical and Technical Sciences (DPMTS) is submitted for consideration first.

Noting that the Academy of Sciences is currently undergoing extensive reforms aimed at the implementation of ANAS activities in accordance with the calls of the modern world and instructions of President Ilham Aliyev, academician Ramiz Mehdiyev added that in front of scientific institutions of the Division of Physical, Mathematical and Technical Sciences, which occupies a special place in the development of domestic science, there are important tasks. The academician said that work is currently underway to implement the “Development Program of the National Academy of Sciences of Azerbaijan for 2020-2025.” The program defines tasks and priorities aimed at developing the Academy of Sciences at a new stage. The implementation of this program will create wide opportunities for the active participation of the Academy in the fulfillment of the tasks set by the state for science.

Then, in 2019, chairman of the Division, vice president of ANAS academician Rasim Alguliyev made a report on the scientific and organizational activities of the Division of Physical, Mathematical and Technical Sciences.

Academician Rasim Alguliyev noted that the decisions of the President of the Republic of Azerbaijan, Cabinet of Ministers, General Meeting of ANAS, Presidium of ANAS and orders of the President of ANAS were taken as the basis for the scientific and organizational activities of the division. The scientist emphasized that in the reporting year, division institutions took an active part in the implementation of 9 state programs approved by the head of state.

The academician said that last year fundamental and applied research was carried out in accordance with the priority areas approved by the Presidium, and important scientific results were obtained.

Academician Rasim Aliguliyev noted that in 2019 the total number of scientific publications published by scientists of the division was 1979, 1105 articles of scientists were published, 480 of which were published in journals with impact factor and conference materials included in the Web of Science and Scopus”, the works of scholars of the department were referred to 12066 times. He said that last year, for the first time, an article by our scientists was published in the famous journal Nature, the impact factor of which exceeds 40. According to an analysis by Clarivate Analytics, in 2019 Azerbaijan ranked by the number of articles published in the scientific areas of the department first place in the region.

According to the academician, in the reporting year, in accordance with the Decree of the President of the Republic of Azerbaijan dated December 10, 2018 “On Additional Measures to Improve Certification of Scientific-Pedagogical Personnel in the Republic of Azerbaijan”, National Information System “Scientific Personnel” was created, in accordance with the order of President Ilham Aliyev of May 23, 2012 “On the state program on the use of the Azerbaijani language in the context of globalization in accordance with the requirements of the time and the development of linguistics in the country ”- “National Transliteration System”.

The academician said that work was continued to expand the infrastructure of the scientific computer network “AzScienceNet”, which is a network platform of electronic science, preserving the resources of scientific institutions and organizations of ANAS in the AzScienceNet network data center, supporting Hosting services, rational use of resources, as well as integration into online – The scientific and educational environment of Europe. Network infrastructures of e-science and e-education were integrated into AzScienceNet and AzEduNet, access to GEANT was provided, and thereby created great opportunities for online cooperation between Azerbaijani scientists and European scientific and educational organizations.

The speaker noted that the scientific institutions of the division held 9 conferences of international and 4 conferences of the republican level, and also published 10 scientific journals in the Azerbaijani and English languages, in which articles of both domestic and foreign scientists were published. About 20% of the articles that were published in these journals are articles by foreign scholars. 5 of these journals are already included in the Web of Science and Scopus databases. According to its impact factor, the journal Applied and Computational Mathematics takes the 1st place in the countries of the former USSR, the 4th in Europe, the 10th in the world. The Azerbaijan Mathematical Journal and the journal Proceedings of the Institute of Mathematics and Mechanics of ANAS are included in the Web of Science database, the journal Applied and Computational Mathematics, the Azerbaijan Mathematical Journal, and the journals of ANAS. After listening to the report of the vice president of ANAS, academician Rasim Aliguliyev, reflecting the annual report of the DPMT, relevant proposals were announced.

In his speech, academician Ramiz Mehdiyev said that when determining the tasks and priorities of the department for the next stage, it is necessary to take into account the instructions of the President of the Republic of Azerbaijan Ilham Aliyev, which he gave to the National Academy of Sciences, and the provisions that found a place in state programs and strategies, as well as in the “Program the development of ANAS for 2020-2025 ”, to direct the intellectual potential to solving issues covering state interests, and to actively participate in the examination of state scientific and to technical projects. According to Academician Ramiz Mehdiyev, the Division of Physical, Mathematical and Technical Sciences should play an active role in increasing the role of high-tech products and services based on high technologies in the development of the economy in the country, as well as in the formation of a knowledge economy and the transfer of technological achievements; At the same time, physical, mathematical and technical sciences should become a locomotive for other fields of science.

The academician noted that in order to obtain additional extrabudgetary funds, special importance should be given to applied research, activities in the field of work with grants should be strengthened. He emphasized that the National Academy of Sciences should play an active role in shaping the knowledge economy in the country.

Along with this, special attention should be paid to expanding international scientific ties, conducting joint research with leading scientific research centers and participating in mega-projects; the proposals made in the report should be taken into account, including such topical issues as the formation of problematic tips again, modernization the material and technical base of scientific institutions, etc., the activities of the department should be based on new priorities and principles.

Academicians Ibrahim Guliyev, Telman Aliyev, Fikret Aliyev, Adil Garibov, Javad Abdinov, Nazim Mammadov, corresponding members of ANAS Aminagha Sadigov, Vagif Guliyev, Misir Mardanov, Namig Jalilov, Oktay Gasimov and Ogtay Samadov expressed their opinion and participated in the discussions, voiced their suggestions.

In conclusion, report was approved. It was decided to include important results obtained in the Division of Physical, Mathematical and Technical Sciences in the annual report of ANAS. Various proposals were voiced aimed at improving the level of research, educational and testing works.

Academician Ramiz Mehdiyev’s book dubbed“Leader Adapting the Development of Azerbaijan to the Challenges of the 21st Century” published

President of ANAS, academician Ramiz Mehdiyev’s book dubbed “Leader Adapting the Development of Azerbaijan to the Challenges of the 21st Century” was published.

The materials that have found their place in the book are the result of the observations of academician Ramiz Mehdiyev, made by him over 16 years of work as head of the Presidential Administration of Ilham Aliyev.

The book begins with the following words: “For me, regarding the history of the development of modern Azerbaijan, there are no open questions. Becoming witnesses of extraordinary transformations, those who have to participate in solving urgent problems of the country get the opportunity to see the most significant personally and in real time to evaluate its true scale. And then, involuntarily, the conviction comes that the talent of creation inherent in a person is unique in its essence by chance. ” The work is the first chapter of a book about President Ilham Aliyev, who succeeded the great political and statesman Heydar Aliyev as head of state and skillfully rules the country.

Noting that the challenges faced by Azerbaijan in the context of the activation of globalization at the beginning of the new millennium are the realities of the beginning of the 21st century, the solution of the complex tasks facing the state at a new stage of its development, the implementation of large-scale plans related to the development of Azerbaijan, the continuation of political and social -the economic course of the national leader Heydar Aliyev – all this required and requires special abilities from Ilham Aliyev, the academician analyzes the essence of a new stage in the development of Azerbaijan, which began in October 2003: “President Ilham Aliyev began to implement a public administration system aimed at the general modernization of the country, based on innovative technologies.”

Stressing that with the advent of Ilham Aliyev, a qualitatively new stage in the life of Azerbaijan has come, academician Ramiz Mehdiyev adds that, having assumed his duties, President Ilham Aliyev with his first decrees “On measures to accelerate social and economic development in the Republic of Azerbaijan” ( November 2003), “On Approving the State Program for the Socio-Economic Development of the Regions of the Azerbaijan Republic (2004-2008)” (February 2004) set the pace for the country’s socio-economic development.

The book notes that thanks to a well-thought-out economic policy, Azerbaijan has made great progress in its development, significantly reducing its dependence on oil, “the model of an“ oil-dependent state ”has remained in the past, serious success has been achieved in diversifying the economy; the state provides serious assistance to entrepreneurship and the agro-industrial complex, over the years, fiscal policy has proved to be the most important factor in economic growth, Azerbaijan has reached self-sufficiency in most types of food products, the country has a strong army and pursues an independent foreign policy, ensures socio-political stability and executive discipline, increased responsibility of citizens in each area, and all this forms the basis of reforms that are carried out camping at the state level, and demonstrates the power of the Azerbaijani state.

The academician writes that the activities of President Ilham Aliyev, who determined the reform strategy in all spheres of life in the republic, were highly appreciated in the media not only within the country, but also abroad. In an interview with the Turkish NTV television channel, the special representative of the US Secretary of State for Conflicts in the Eurasian Region and Caspian Issues, Stephen Mann, praised the activities of the President of Azerbaijan. Noting that Ilham Aliyev is a real politician, S. Mann also emphasized that the Azerbaijani people represented by Ilham Aliyev have a very good president. “I believe that political reforms in the country will continue, oil revenues will be directed to improving the living standards of ordinary citizens,” he said.

In addition, the book refers to an article by Svante Cornell, director of the Central Asian and Caucasus Institute under the Council on American Foreign Policy, and the author of the book “Azerbaijan After Gaining Independence,” published in The American Interest, in which he analyzes the reforms carried out by President Ilham Aliyev , their influence on development in the region: “According to S. Cornell, the current reforms in the country are timely. The current reforms are timed to fall in oil prices in 2015, although reforms have been carried out in Azerbaijan before. For example, in 1999, the State Oil Fund was created according to the Norwegian model. In 2012, ASAN service was launched in Azerbaijan, due to which contacts between citizens and government officials were limited and corruption was eliminated. ”

The book also contains the opinions of Robert Goffy and Gareth Jones, authors of the article “How to Become a Recognized Leader,” published in the leading global business magazine Harvard Business Review (September 2000 issue). They write: “Intuition is an indispensable quality of a political leader. They say about such people that they “feel the situation” well. They instinctively pick up the signals emanating from the environment, and can foresee what is happening, although no one explained to them all the details. He guesses the meaning of the slightest hints and tracks the imperceptible changes in moods in society, escaping the eyes of less observant people … All outstanding personalities are people with heightened intuition. “

The section of the book entitled “Post-oil period reforms” describes how skillfully managing the economy in the post-oil period, President of the Republic of Azerbaijan Ilham Aliyev led the country on a new path of development, eliminating the short-term crisis in the economy of Azerbaijan that occurred in 2016 under the influence external factors and recession of the main trading partners, stabilization of the crisis in 2017 and economic growth that began in 2018. At the same time, it speaks about the main directions of important decisions adopted by President Ilham Aliyev in a short period.

The materials, which were reflected in the book, which was published in the publishing house “Elm” (“Science”) of ANAS and consisting of 168 pages, are presented in Azerbaijani and Russian languages.

On 16.01. 2020 at 10:30, the next seminar of the Department of “Optimal Control” will be held. Professor Telman Malikov, Senior Scientific Researcher of the “Optimal Control” Department, will talk  about ” Necessary conditions for an extremum in nonsmooth problems of the calculus of variations”.

The paper proposes two approaches to determine strong and weak extrema in two nonsmooth variation problems in a vector form: in the simplest problem of calculus of variations and in the variational problem with higher derivatives. The essence of the proposed approaches consists of introducing various special variations: (a) Weierstrass variations in a new modified form; (b) variations expressed by Legendre polynomials. As a result, necessary conditions for strong and weak optimalities are obtained. These conditions give rise to obtaining the Weierstrass and Legendre conditions. In the case that the Legendre condition degenerates, the necessary conditions of the form equality and inequality for a weak local minimum are obtained.

90th anniversary of the academician Khoshbakht Yusifzadeh celebrated

On January 14, a ceremony was held on the 90th anniversary of the prominent oil scientist and geologist, the first vice-president of the State Oil Company of the Republic of Azerbaijan, academician Khoshbakht Yusifzadeh.

President of Azerbaijan Ilham Aliyev and First Vice President Mehriban Aliyeva also attended the ceremony.

Within the framework of the event, Presidential Order “On awarding Khoshbakht Yusifzadeh with the order “Heydar Aliyev” was read and President Ilham Aliyev presented the award to the academician.

After the speeches, anniversary ceremony continued with a concert program.

The staff of the Institute of Mathematics and Mechanics congratulates Professor Akbar Aliyev on his 70th birthday!

Akbar Bayram Aliyev was born in Garachalar village of Garabani district of the Republic of Georgia in 1950. He graduated from Mechanics and Mathematics faculty of Azerbaijan State University (Baku State University) in Mathematics specialty in 1972.

He studied at the post-graduate course in mathematical physics at the Institute of Mathematics and Mechanics of ANAS in the years 1972-1975. He was admitted to the same institute as a junior scientific worker, then in 1975 he became a senior scientific worker.

He defended his dissertation on the theme “The nature of solutions of evolutionary equations and special derivative hyperbolic equations” on the specialty of Differential Equations in 1976, he defended his doctoral dissertation on “Problems that can be solved globally for nonlinear hyperbolic equations” on the specialty of Differential Equations at Razmadze Mathematical Institute in Georgia in 1988.

He was employed as an associate professor at Azerbaijan Polytechnic Institute in 1981. From 1989 to 2001 he headed the Department of Applied Mathematics. He is a professor of Mathematics Department of Azerbaijan Technical University since 2001. He leads the Scientific Laboratory of “Mathematical Modeling of Some Non-Stationary Processes” operating at the Mathematical Department since 1991.

He has been working as a senior research fellow at the Institute of Mathematics and Mechanics since 1996, and he is the Head of the Department of Differential Equations of that Institute since 2013.

He has been engaged in pedagogical activity at several universities (Baku State University, Azerbaijan University) in different years.

His exemplary behavior and high moral qualities earned the respect of the team. He is a caring leader and a wonderful family leader. He is the author of more than 150 scientific papers and 3 textbooks, is the head of more than 10 doctors of philosophy in mathematics.

Seminar on “On the rate of destruction of solutions of the Cauchy problem of the nonlinear Schrödinger equation” was held

On 15 January 2020 the next seminar of the departments “Differential Equations” and “Equations of mathematical physics” was held. At the seminar Ph.D., Nasibov Sharif gave a talk on the theme “On the rate of destruction of solutions of the Cauchy problem of the nonlinear Schrödinger equation”.
