Biography<\/strong><\/h4>\n

Misir Mardanov was born on October 3, in 1946 in Geyarchin village of Ijevan district of West Azerbaijan (now Armenia). In 1964, he finished the secondary school and at the same year he joined Azerbaijan State University (Baku State University).<\/p>\n

In 1970-1972 Misir Mardanov continued his education and investigations at post- graduate courses in BSU.<\/p>\n

In 1973, at the Defence Council of Baku State University he defended his candidate of degree dissertation on \u201cSome problems of optimal control problems for a system of integra- differential equations\u201d<\/p>\n

On September 28, 1973 by the decision of higher certificate Commission under the Council of Ministers of the USSR the scientific degree of candidate of sciences was conferred upon him.<\/p>\n

On November 25, 1973, the scientific title associate professor was conferred upon him by the decision of higher Certificate Commission under the Council of Ministers of the USSR.<\/p>\n

In 1989, he defended the doctor degree dissertation \u201cInvestigation of delay optimal processes in the presence of constraints\u201d<\/p>\n

On 3 November 1989 the Higher Certificate Commission under the Council of Ministers conferred the doctor of physico-mathematical sciences degree upon him.<\/p>\n

From 1971 to 1989 he worked as a lecturer, senior lecturer and a research associate at Baku State University.<\/p>\n

In 1985-1986 he was an executive secretary of the selection committee at BSU.<\/p>\n

In 1978-1989 worked as a deputy dean at BSU.<\/p>\n

From 1996 to 1998 was a chairman of doctor\u2019s dissertations degree council at BSU.<\/p>\n

In 1989-1990 was a head of the Higher education department of Azerbaijan Republic.<\/p>\n

In 1991-1992 hold the post of vice-minister of Education of Azerbaijan Republic.<\/p>\n

In 1992-1996 worked as a vice-rector on studies at BSU.<\/p>\n

In 1997-1998 the Rector of Baku State University.<\/p>\n

In 1998 – 2013 worked as The Minister of Education of Azerbaijan Republic. From April 2013 the Director of the Institute of Mathematics and Mechanics of NAS of Azerbaijan.<\/p>\n

From January 28, 2000 was elected a full member (academician) of the Russian Academy of pedagogical and social sciences.<\/p>\n

In 2011-2014 was the President of the Mathematical Society of the Turkic World.<\/p>\n

From 2014 the honoured President of Mathematical Society of Turkic World.<\/p>\n

From 1996 the vice-President of Azerbaijan Mathematical Society.<\/p>\n

From October 28, 2014 was elected an academician of the International Academy of Pedagogical Education (Moscow).<\/p>\n

To 2013 he was the editor\u2013in-chief of scientific-methodical journals \u201cCurriculum\u201d, \u201cHigher Education and Society\u201d and the editor of chief of the journals \u201cElectron Education\u201d, \u201cEducation\u201d, \u201cEducation News\u201d.<\/p>\n

\u0130s the member of the international editorial board of \u201cTWMS Journal of Pure and Applied Mathematics\u201d.
\n\u0130s the member of the international editorial board of \u201cChebyshevskii Sbornik\u201d.
\nHe is the deputy editor of the journal \u201cIzvestia\u201d of the National Academy of Sciences of Azerbaijan, series of physico-technical and mathematical sciences.<\/p>\n

He is a member of the editorial board of the journal “Azerbaijan journal of Mathematics”<\/p>\n

He is the editor-in-chief the journal \u201cProceedings\u201d of the Institute of Mathematics and Mechanics of NASA. He is a member of the Dissertation Board D 01.111 of IMM. He was a supervisor of one doctor of science and trained four philosophy doctors.<\/p>\n

By the decision of the Presidium of ANAS, the IMM proposed prof. Misir Mardanov as a candidate to the corresponding member of ANAS.
\nIn the general meeting of ANAS, on May 2, 2017 prof. Misir Mardanov was elected a corresponding member of ANAS by the specialty mathematics.<\/p>\n

Married, has three children.<\/p>\n

Rewards<\/h4>\n

In 2000, he was rewarded by the \u201cHonoured scientist title by the President of Azerbaijan Republic for his successes in the field of science and education,<\/p>\n

In 2001, \u201cGolden pen\u201d media award,<\/p>\n

In 2006, \u201cGlory\u201d order,<\/p>\n

In 2011, by the decision of the President of Dagestan Republic Magamedsalam Magamedov was rewarded with honorary title \u201cHonoured scientist of Dagestan Republic\u201d for his gifts in development of scientific relations between Dagestan and Azerbaijan Republics.<\/p>\n

Main scientific results<\/h4>\n

A unique method for proving the Pontryagin principle, as well as second order necessary and sufficient conditions for a wide class of optimal control problems with various constraints was elaborated. The suggested method allows to overcome some principal difficulties arising at application of the known methods. Availability of delays in controls that a priori are not supposed to be commensurable, absence of a priori supposition on normality of the extremal under investigation, existence of phase restraints, undifferentiable time dependence of right sides of the equations whose end moment is not supposed to be fixed, are among such difficulties. New optimality conditions of second order were obtained for singular controls in the systems with delays. New stronger necessary optimality conditions of first and second order were obtained for a wider class of optimal control problems in discrete systems.<\/p>\n

Pedagogical activity<\/h4>\n

In 2016-2017 academic year gives lectures to holders of master degree \u201cHistory and methodology of mathematics\u201d.
\nIn 2015-2016 academic year has conducted specialty courses to holders of master degree of mechanics-mathematics faculty of Baku State University on \u201cMathematical methods of optimal control\u201d.<\/p>\n

In 1973-1998 gave lectures at mechanics mathematics faculty of BSU on analytic geometry, differential faculty of BSU on analytic geometry, differential geometry and mathematical methods of optimal control. At the same time he has given lectures at specialty courses on optimal control and conducted seminars, supervised diploma works of students.<\/p>\n
