In paper some boundary value problem for elliptic differential operator of second order in case a complex parameter contains in equation and in boundary condition is considered.

Rules changed in connection with the master’s education

The Cabinet of Ministers has amended the “Content and organization of training in master studies and the rules for granting “master’s degree”.

In this regard, Prime Minister Ali Asadov signed a decree.

The corresponding change in master’s education identified two forms of study – full-time education (full involvement in fulltime education and partial involvement in parttime education) and part-time education.

The standard duration of full-time education is 1.5-2 years, and part-time education is six months longer than full-time education. This period is determined by the educational programs of various specialties. The standard duration of full-time study (parttime) is determined in accordance with the individual curriculum of the undergraduate.

It was noted that regardless of subordination and form of ownership, master’s education can be carried out on a paid basis and by state order in all higher educational institutions and ANAS. Payment for the education of children who have lost their parents and are deprived of parental care are paid for from the state budget during tuition on a paid basis in state, municipal and private higher educational institutions, as well as in ANAS.

The content of master studies covers the planning of the educational process and research work, the forms and methods of its implementation, the volume of the study load, the duration of the stages of study (semesters), the types of training (lecture, lesson, laboratory, etc.), the volume of different subjects and requirements in the curriculum for qualification of a specialty.

The planning and organization of the educational process and research work are determined on the basis of the curriculum (exemplary employee), subject programs and work programs prepared in accordance with it. The form and structure of these plans are determined by the higher educational institution and ANAS.

Programs in subjects indicated in educational programs are developed by higher educational institutions and ANAS, approved by the Ministry of Education of the Republic of Azerbaijan, and programs in selected subjects included in curricula by educational institutions and ANAS will be approved by educational institutions and ANAS.

Work programs in subjects will be developed and approved by a higher educational institution and ANAS.

Work curriculum (syllabus) – a document reflecting the description of the subject prepared on the basis of the corresponding program and the subject taught, its goals and objectives, short content, duration and types of lessons, student assignments for independent work, deadline for their completion, hours of consultation, information about teacher, teacher requirements, assessment criteria, an intermediate assessment table, and a list of used literature.

The organization of training at the master’s level is carried out under the credit system (ECTS – the European credit transfer system used in European countries) based on the rules approved by the Ministry of Education of the Republic of Azerbaijan in accordance with the requirements of state standards for higher education.

March 8 – International Women’s Day celebrated at the Institute of Mathematics and Mechanics

March 8 is International Women’s Day the trade union committee of the Institute of Mathematics and Mechanics of ANAS congratulated the female employees of the Institute. The event was held on March 6, 2020. The event was attended by Azad Shukurov, a prominent Azerbaijani theater actor, associate professor of the Department of Stage Speech at the University of Culture and Art (2002). Opening the event, Director of the Institute of Mathematics and Mechanics Correspondent Member of ANAS Professor Misir Mardanov congratulated the Institute’s women staff on the International Women’s Day on March 8, and noted that “A German socialist named Clara Setkin, in America, symbolizes the struggle, women’s rights, and women’s solidarity that began in New York on March 8, 1857, at the Congress of Women’s Socialist International in Copenhagen, Denmark 52 years after the events of 1857. 129 women who were killed on March 8 in commemoration of the workers offered to commemorate World Women’s Day on March 8, and the proposal was accepted. In 1914, International Women’s Day was celebrated in Russia on March 8, probably because it was a Sunday, and thus March 8 is always celebrated in all countries. In 1914, that day’s ceremony was dedicated to the suffrage that women could not win until 1918. On March 8, 1914, a protest marched in London towards Boudan Trafalgar Square in support of women’s suffrage. March 8 remains a holiday in the Soviet Union, but is still celebrated in Azerbaijan. It is precisely that mass education of women and the certain rights that existed at that time. Perhaps this is because, unlike other socialist holidays, March 8 has not been erased from the calendar of the former Soviet republics that have already gained independence.

In 1998, the State Committee on Women’s Issues was established in Azerbaijan. Azerbaijan is also represented in the Council of Europe’s women’s bureau and is a full member of the UN Commission on Women. In 1995, Azerbaijan formally joined the International Convention on the Elimination of All Forms of Discrimination Against Women.

Every year, on the eve of the holiday, the head of state greets Azerbaijani women on the occasion of the International Women’s Day – March 8, giving honorary titles to a group of Azerbaijani women, and a number of others – with orders or medals”. Azad Shukurov was given a floor, Honored Artist of the Republic of Azerbaijan. Azad Shukurov congratulated the ladies of the Institute of Mathematics and Mechanics with his poems. At the end, the chairman of the Trade Union of the Institute of Mathematics and Mechanics Irada Mirzazadeh expressed gratitude to Azad Shukurov.

Presidium of ANAS hosted an event dedicated to International Women’s Day – March 8

On March 5, an event dedicated to International Women’s Day on March 8 was held at the Presidium of the Azerbaijan National Academy of Sciences. Opening the event, the first vice-president of ANAS, academician Isa Habibbayli greeted those present on behalf of the president of ANAS, academician Ramiz Mehdiyev and congratulated all women on the occasion.

Speaking about the role of women in the socio-political life of the country, academician Isa Habibbayli emphasized that, being the guarantor of the development of a democratic society, women with great dignity fulfill their responsibilities both in the field of public administration and in the development of culture, science, and art.

Noting that the solution of the women’s problem is an integral part of the state policy of independent Azerbaijan, the basis of which was laid by the national leader Heydar Aliyev and which is being successfully implemented by President Ilham Aliyev today, the academician added that all necessary measures are being taken in Azerbaijan to develop women’s societies. The event also spoke about the representation of women in the Milli Majlis, the works that are being implemented by the First Vice President of the country, Mehriban Aliyeva, and the image of an Azerbaijani woman created thanks to her.

Then the chairman of the Council of Women of ANAS, Doctor of philosophical sciences Rena Mirzazadeh and the chairman of the Union of Free Trade Unions of ANAS, Doctor of juridical sciences Habil Gurbanov made speeches. They congratulated the women working at the academy on the holiday, expressed gratitude to the ANAS leadership for the conditions created for the academy employees and the attention and care that was given to them.

In conclusion, Academician Isa Habibbayli, Academician Ibrahim Guliyev and Habil Gurbanov handed a group of advanced ANAS employees who distinguished themselves for their fruitful activities in the academic and social life of the Academy with honorary diplomas of the President of ANAS, the first vice-presidents of ANAS and the ANAS Union of Free Trade Unions.
