Next seminar on project proposals of ANAS and TÜBİTAK to be held

On February 24, at 10:00 a regular informative seminar will be held at the Central Scientific Library within the framework of a joint program on a cooperation protocol signed between ANAS and the Council for Scientific and Technical Research of Turkey (TÜBİTAK).

ANAS held a meeting with the chairman of the Higher Attestation Commission Famil Mustafayev

ANAS has hosted for a meeting with the chairman of the Higher Attestation Commission under the President of the Republic of Azerbaijan Famil Mustafayev.

The meeting was attended by the leadership of the Academy, the chairmen and scientific secretaries of the Councils for the defense of dissertations for the degree of Doctors of Philosophy and Doctors of Sciences operating in scientific institutions and organizations of ANAS.

Opening the event, President of ANAS academician Ramiz Mehdiyev noted that recently, the Academy has been organizing meetings with heads of state structures aimed at enhancing the role of ANAS in the creative process carried out by President Ilham Aliyev. Speaking about the activities of the new leadership of the Higher Attestation Commission, academician Ramiz Mehdiyev spoke about the orders of the head of state aimed at improving the work of the commission and increasing its credibility, and about the innovations introduced in this area.

Then, the chairman of the Higher Attestation Commission Famil Mustafayev spoke at the meeting and stressed out that such meetings, which are aimed at expanding the integration of science and education, serve to develop the scientific potential in the country. The Chairman of the Higher Attestation Commission expressed his gratitude to the leadership of the Academy for organizing the much-needed and useful meeting.

Noting that all the activities carried out in the commission, of which he is the chairman, are implemented under the guidance and with the maximum support of the President of the Republic of Azerbaijan, Famil Mustafayev noted that during his leadership about 2500 scientific papers were reviewed, procedural rules and regulatory documents were updated and mechanisms, defects fixed. Speaking about the process of awarding academic degrees and conferring academic ranks, the chairman of the commission spoke in detail about the updated regulatory documents, the amended rules and introduced innovations, periodical scientific publications. Speaking about the “Regulation on the rules for awarding academic degrees”, approved by the Decree of the Head of State dated June 11, 2019, Famil Mustafayev said that the practice of awarding academic degrees in Russia, Belarus, Kazakhstan, Ukraine, as well as a number of European countries was taken into account when compiling the document.

The Chairman of the Higher Attestation Commission spoke about international citation and indexing systems (databases), which include periodic scientific publications recommended for publication by applicants for scientific articles, as well as recommended periodic scientific publications for publishing scientific articles in the republic.

Stressing that the requirements related to the publication of articles, participation in conferences, congresses and symposia have been simplified, Famil Mustafayev spoke about new rules for preparing dissertations, their volumes, terms for submission to defense, rules for voting in dissertation councils, rules for drawing up abstracts that are sent abroad scientific seminars, the rules that apply when plagiarism is detected, etc.

Then the chairman of the Higher Attestation Commission responded the questions from ANAS employees, chairmen and scientific secretaries of dissertation councils, extensive discussions.

In conclusion, academician Ramiz Mehdiyev thanked Famil Mustafayev on behalf of ANAS employees for his participation in the meeting and expressed confidence that the issues discussed during the event would have a positive impact on the development of scientific potential in the republic.

The seminar of the Department on “Abnormal mathematical programming problem” was held

Today  the   “Optimal Control” department was held its regular seminar.  At the seminar professor of  Baku State University, doct. of phys. Math. Sci. Misreddin Allahverdi oglu Sadigov gave talk on “Abnormal mathematical programming problem”.

In the work in the irregular case, the necessary conditions for the extremum of the first and second orders are obtained for extremal problems in the presence of restrictions. The results are applied to optimal control problems.

ANNOUNCEMENT

On 21.02.2020, at 11:00 a seminar department of “Mathematical Analysis” by topic “Modern problems of harmonic analysis and applications” will be held. At the seminar the PhD candidate of the department Javanshir Vagif oglu Azizov will be report on “Fractional integral operator and its higher order commutators in generalized weighted Morrey spaces on Heisenberg group”.

In  the talk will be discussed the boundedness of the fractional integral operator and its higher order commutators in generalized weighted Morrey spaces on Heisenberg group.

A seminar on “Investigations of the mathematical model for the oscillations of the bridge, which has one common point of contact with the cable”

A Joint Seminar of the Departments of “Differential Equations” and “Mathematical Physics Equations” was held on February 19, 2020. At the seminar, doctorate of the department of “Differential Equations” Ferhadova Yetar Muzakir kizi made a report on the “Investigations of the mathematical model for the oscillations of the bridge, which has one common point of contact with the cable”.

We celebrate the head of the department of “Functional Analysis”, doctor of phys. math. sci. prof. Hamidulla Aslanov on the occasion of his 70th anniversary!

Hamidulla Israfil oghlu Aslanov was born in 1950 in Shamakhi region in the village of Jayirly. He entered the faculty of «Mechanics – mathematics of Baku State University in 1967, graduated from this University with honors diploma in 1972. He defended his ph. doctor dissertation in 1976 and thesis for a Doctor’s degree in 1996. He is a professor and a specialist in the field of differential operator’s spectral theory. He is the author of more than 165 scientific works. About 25 of his articles were published abroad. He is the author of the books «Ordinary differential equation and mathematical physics equation», «Functions with many groups of variables, curvilinear and surface integral, and the elements of square theory», «İntegral equation, approximate solution ways, Electronic Calculating Machines (ECM) and their use», «The solution of mathematical equations through networks», «Elements of theory of Integral transformations», «Functional analysis», «Functions theory and functional analysis». He was invited to Tabriz University in Iran Islamic Republic to deliver lectures. Over 45 years he has worked of Khankendi Pedagogical University, Azerbaijan Technical University, Baku Maiden University, Baku State University. At present, he is a senior scientific worker in Azerbaijan  National Academy of Mathematical Sciences at the Institute of Mathematics and Mechanics. He is a doctor of physical – mathematical sciences, a professor. In 2018 he has been elected a foreign member of Russian Academy of Natural Sciences.

The staff of the Institute congratulates Hamidulla teacher for his 70th anniversary and wishes him the best life, longevity and successes in his scientific career!
