Latif Khalil oglu Talibli was born on December 25, 1952 in the village of Yormuganli, Sagarejo region, Georgia.
In 1968, he graduated from the Yormuganli village high school of Sagarejo region, Georgia. In the same year, he entered the Faculty of Mechanics and Mathematics of Azerbaijan State University (now Baku State University). In 1973, he graduated from that university with the specialty “mechanics” and as a young specialist, he started working as a chief laboratory assistant at the Institute of Mathematics and Mechanics of the Azerbaijan Academy of Sciences. In the same year, he entered the postgraduate course of the institute and graduated in 1976.
From 1977 until now, he worked at the Institute of Mathematics and Mechanics as a junior researcher, researcher, senior researcher, leading researcher and head of department. Currently, he works as the head of the “Deformable Solid Mechanics” department of the institute, a member of the institute’s scientific council, and the deputy editor-in-chief of the institute’s “Scientific Works” magazine. An expert worked at the High Attestation Commission under the President of the Republic of Azerbaijan.
